1.0 DESCRIPTION
Headquarters Air Combat Command, Non-Kinetic Operations Division (HQ ACC/A3/2/6K), Electromagnetic Warfare/Electromagnetic Spectrum (EW/EMS) Branch requires EW and EMS support services. Through this requirement, the Government is seeking individuals with strong EW and EMS background and experience. These individuals must be able to perform higher headquarters functions in the management and oversight of EW systems and programs and must possess an exceptional understanding of the fundamental principles of EW and EMS. Preferred experience for EW systems will rank Air Force then Joint experience, but both types of individuals are essential for proper EMS integration.
1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
2.0 BACKGROUND
HQ ACC/A3/2/6KL EW/EMS Branch provides EW and EMS support to ACC in conjunction with the other headquarters directorates. The primary responsibility of A3/2/6KL is to provide ACC/A3 with Airmen who are organized, trained, and equipped that are ready to dominate within the EMS and conduct EW operations.
2.1 Performance Period: 31 Oct 2019 - 30 Sept 2022

4.0 RESPONSES
4.1 Interested parties are requested to respond to this RFI by completing the attached RFI Response Form. ONLY prime contractors shall complete the above referenced form; however, prime contractors are able to include information provided by their subcontractors in their response.
4.2 Responses shall be submitted via e-mail only to Nicole Rodenbaugh, nicole.rodenbaugh@us.af.mil no later than August 29, 2019 12:00 PM EST. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.
5.0 QUESTIONS
Questions regarding this announcement shall be submitted in writing by e-mail to Nicole Rodenbaugh, nicole.rodenbaugh@us.af.mil. Verbal questions will NOT be accepted. Questions will be answered through email. The Government does not guarantee that questions received after 29 August 2019 will be answered.
6.0 SUMMARY
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide EW/EMS support services. The information provided in the RFI is subject to change and is not binding on the Government. The Air Force has not made a commitment to procure any of the services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
