The Department of Homeland Security (DHS) United States Coast Guard (USCG), intends to issue a sole source, Firm-Fixed Price (FFP) Purchase Order (PO) under the authority of FAR 13.106-1(b)(1)(i). The Government intends to award to Jeppesen Sanderson, Inc., a Boeing Company located at 55 Inverness Dr. E. Englewood, CO, 80112-5412 for purposes of obtaining a service subscription for Electronic Terminal Charts, MFD (Multi-Function Display), navigation data for the USCG's Gulfstream C-37A aircraft. Air Station Washington is diligently responsible with providing safe, reliable, executive air transport to the Secretary of Homeland Security (S1), Commandant of the Coast Guard (CCG), and other senior government officials to worldwide destinations. In order to meet mission requirements, this service will increase situational awareness and safety for pilots while reducing weight and costs associated with paper aircraft charts in the cockpit of the Coast Guard's C-37A aircraft. This subscription service provides a moving map display and detailed aircraft approach and enroute maps compatible with the Primus Elite (PlaneDeck) avionics installed onboard the USCG's Gulfstream C-37A aircraft. The USCG intends to award this requirement as a sole source to Jeppesen Sanderson, Inc. as this subscription service is widely used by the aviation community internationally, and is at large by the aviation industry, recognized as the world's leading navigation service over paper charts that provides reliability, critical navigation data, and safety for the pilots in flight. Awarding to another source would cause unacceptable delays in fulfilling the agency's requirements, risks involved that will interfere with and cause unacceptable delays in the USCG's mission, and substantial duplication of costs to the Government that is not expected to be recovered through competition.

This notice of intent is not a request for competitive proposals. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.


The anticipated date of award is 08 March 2018. The period of performance is one (1) base year.


A determination by the Government not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government.
