Pursuant to the State Purchasing Act (Official Code of Georgia Annotated 50-5-50 et seq.), this Request for Proposals ("RFP") is being issued to establish a contract with a qualified supplier who will provide Electronic Research Protocol Management System to the Board of Regents of the University System of Georgia by and on behalf of Georgia State University (hereinafter, "the State Entity") as further described in this RFP.

The Office of Research Integrity (ORI), an administrative division within Georgia State University Research Services and Administration (URSA) is seeking to obtain a web-based application to manage submission, routing, review, reporting, and storage of research protocols and related documents in four domains. ORI supports and assists the Georgia State University research community by ensuring that research is conducted in accordance with safe and ethical standards and practices. Protocols to be used in the conduct of research are collaboratively reviewed by oversight panels comprising institutional scientists and extramural community members. The four oversight panels and their research domains are: Institutional Review Board (IRB), responsible for human research subjects; Institutional Animal Care and Use Committee (IACUC), responsible for non-human animal research subjects; Institutional Biosafety Committee (IBC), responsible for the safe use of biological agents; and Radiation Safety Committee (RSC), responsible for the safe use of radioactive materials.

ORI intends to implement a web-based Electronic Protocol Management System (EPMS) within FY 2011 in order to improve compliance with Federal regulations and guidelines, streamline the business process of research protocol management, and to yield business intelligence about research practices within the University. It is the intent of the University that the contract resulting from this RFP will be a firm fixed price contract for the procurement of systems and services to meet the requirements as stated herein.
