The purpose of this project is to develop an EOMM that covers the function, operation, and control of the equipment and systems at TMWRF as fully detailed in the RFP document. The EOMM should have the capability to allow TMWRF staff to update the manual without having to contract with a consultant or vendor if they choose to do in-house updates. The EOMM shall contain graphics and photographs (where appropriate) to assist staff in understanding the process or equipment being explained in each section of the EOMM. The EOMM should contain full web-based content and document management capabilities. The City reserves the right to reject all proposals and issue another Request for Proposal (RFP).
