Subject. AQD Request for Quotations (RFQ) D17PS00639, Electronic Legal-Based Case Management System (CMS) for the Commodity Futures Trading Commission (CFTC)
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation D17PS00639 is issued as a Request for Quotation (RFQ).
This requirement is not set-aside. The selected NAICS code is 511210 Software Publishers with a size standard of $38.5 million.
This is a requirement for an Electronic Legal-Based Case Management System (CMS) with the attached Statement of Work. These services are for the Commodity Futures Trading Commission (CFTC). AQD will conduct this acquisition using Federal Acquisition Regulation (FAR) Subpart 13.5.
The provision at FAR 52.212-1, Instructions to Offerors - Commercial, and the clause at FAR 52.212-4, Contract Terms and Conditions - Commercial items, apply to this acquisition.
The provision at 52.212-2, Evaluation—Commercial Items applies to this acquisition with the evaluation factors listed in section 10 of the RFQ.
Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items with its offer. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition and can be found in full text in the attached RFQ along with all other applicable FAR clauses.
