KDHE is seeking assistance to replace its current statewide electronic disease surveillance system to improve its statewide disease surveillance capabilities and integrate the new system within the current KDHE technical architecture, which will augment its transition to an enterprise-wide service-oriented architecture.
Key objectives of this procurement include:
1.Identify a best fit EDSS solution that addresses the primary functionality described in this RFP, recognizing that some customization may be required. The ideal solution will be web-enabled and designed to require minimal desktop configuration while providing maximum functionality, intuitive user interfaces, and system performance for all EDSS users statewide.
2.Implement a Commercial Off-the-Shelf (COTS) or a Government Off-the-Shelf (GOTS) EDSS product. KDHE will not consider complete development of a new product.
3.Assure appropriate levels of project management and technical support to assure smooth implementation using a phased, prioritized approach that maximizes overall cost-effectiveness. This includes, but is not limited to, technical implementation and system integration services, maintenance and support services, and training services and documentation for both system administrators and system users.
4.Assure that all EDSS implementation and integration activities support the IT architecture and security policies of KDHE and the State of Kansas and all the Centers for Disease Control and Preventions (CDC) Public Heath Information Network (PHIN) requirements for an EDSS system. Consider implications of public health information infrastructure relative to National Health Information Network (NHIN) goals.
5.Negotiate implementation activities in the subsequent years of the contract to include EDSS rollout to other health partners. These health partners include hospitals, clinics, physician offices, and additional laboratories. The States goal is have 90% of all laboratories reporting electronically by the end of five (5) years.
