8. Description:


The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements based on Instron being the Original Equipment Manufacturer (OEM) and therefore the only company with proprietary knowledge of the Government-owned EMMTs. The Government intends to solicit and negotiate with Illinois Tool Works Inc. doing business as Instron, 825 University Ave, Norwood, MA 02062, CAGE: 80160 for Purchase and installation of three (3) Electro-Mechanical Material Test System (EMMTS) and Bluehill Universal Testing (BHU) proprietary software upgrade and the trade-in and removal of three (3) government-owned EMMTSs.


This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
