Electrical Utilities Supervisory Control and Data Acquisition (SCADA) System Field Maintenance and Services, Oahu, Hawaii. The existing SCADA system, manufactured by Open Systems International, Inc. (OSI) consists of the master station hardware and software, RTUs, RTACs, enclosures, wiring and software maintenance and updates.
The SCADA system monitors and controls the electrical system for the Navybs Pearl Harbor Complex on the island of Oahu, Hawaii. The contractor shall provide all labor, supervision, tools, materials, equipment, and transportation necessary to perform site maintenance/services and remote support services on the SCADA central and remote monitoring equipment and software.
Site maintenance for the SCADA system shall include inspection, testing, calibration, cleaning, repair, and software updates/modifications. Services include assistance to Government personnel during maintenance and operational testing of the SCADA system and telephone consultation/support. This contract action is for services for which the Government intends to solicit and negotiate with only Open Systems International (OSI) under the authority of FAR 6.302-1, since the master station software is proprietary. Firms that have the capability to perform the above work should notify us within 45 days after the date of publication of this synopsis. This notice of intent is not a request for competitive proposals.
However, all responses received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS Code for this procurement is 811212 and the annual size standard is $27,500,000.00. The contract term will be a base period of twelve months plus four one-year options. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised.
