ELECTRICAL SURVEY OF BUILDING 350 (Command, Control, Intelligence, Surveillance, and Reconnaissance (C2ISR Division))

Purpose/Description:

 

The purpose of this Request for Information (RFI) is to identify potential sources of expertise with the capability and experience to perform an electrical survey (visual and infrared), load analysis, and 100% panel labeling of Building 350 on Robins AFB for the purpose of identifying any electrical issues that may be present and a hazard to the occupants' safety. The current security clearance level for this particular effort is Unclassified; however, the surveyors will have to be escorted throughout Classified areas to complete the full electrical survey of Building 350.

 

Both large and small businesses are encouraged to participate in this Market Research. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.

 

Below is a brief description of the Electrical Survey (visual and infrared), load analysis, and 100% circuit breaker and panelboard labeling needed for Building 350 (C2ISR Division) on Robins AFB, followed by questions which allow you to provide your company's capabilities as it relates to this requirement. Should you have literature that describes the business capabilities of your company and/or specific information on your product lines, such may be sent via e-mail or by U.S. mail to the points of contact in the Government's contracting office identified below. Interested parties should submit responses to the RFI to the below points of contact by 30 September 2019.

 

Responses as well as questions relative to this particular market research should be addressed to the Program Contracting Officer (PCO).

 

Background:

 

The requirement for an Electrical Survey (visual and infrared) inspection of Building 350, load analysis and 100% circuit breaker and panelboard labeling stems from preliminary inspection(s) completed by the C2ISR Facilities Office. The C2ISR mission is critical to the United States Air Force and a safe building is necessary for this mission to continue as planned. Multiple electrical issues have been identified by the C2ISR Facilities Office and they are now requiring a full electrical survey, load analysis, and 100% circuit breaker and panel board labeling be done in order to further identify the current issues being experienced at this time and future issues that could present safety risks.

Scope:

The Full Electrical Survey of Building 350 (C2ISR Division) shall encompass a visual and infrared inspection of all electrical equipment, wires, plugs, circuits, circuit boxes, circuit breakers, switchboards, panels, and transformers inside and outside of Building 350. After the Full Electrical Survey is completed by the Contractor, a load analysis must also be completed by the Contractor in order to identify any overloads and underloads that are present within Building 350. The Contractor will also be responsible for 100% panelboard/circuit breaker labeling and providing the Government with a full report complete with infrared and standard pictures detailing the issues found during the electrical survey. Also, if there are any imminent safety hazards that need immediate attention, the Contractor must notify the Government when they are discovered in order for immediate resolution to occur. At least three recommendations shall be provided by the Contractor to the Government on how the issues found during the survey can be rectified by the Robins AFB Civil Engineering Office. The standard and infrared pictures will have the ability to locate current and future safety issues along with possible electrical outages that need to be addressed by the Government. Pictures of any problem areas must have the date/time of the picture, the ambient temperature (°C and/or °F), ammeter readings, and comments detailing what the problem is. Due to this electrical survey occurring over the course of a few days, electrical outages may occur in phases throughout the building.   

 

The Contractor will also be responsible for providing subsequent support for the C2ISR Facilities Office and/or the Civil Engineering (CE) Office with any questions or issues they might encounter after receipt of the final electrical survey report and Contractor recommendations.

Part II.  Capability Survey Questions

 

•1.      Describe briefly the capabilities of your facility and nature of the goods and/or services you provide.  Include a description of your staff composition and management structure.


 

•2.      Describe your company's past experience on previous projects similar in complexity to this requirement.  Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager).


 

•3.      Describe your company's capabilities and experience in generating survey data.  Identify what software programs are utilized to generate this data product and what formats are available for delivered items.


 

•4.      What is your company's current maximum capacity per month for this particular type of requirement?
