The Department of State’s bureau of Conflict and Stabilization Operations has a need for quantitative and qualitative analysis to include an expert opinion pool in support of its work on electoral violence prevention. The additional resources would help CSO respond to increased demand for multi-method electoral violence analysis, improve the ability to forecast the likelihood and profile of violence surrounding key political transitions, and provide research capacity for targeted policy-relevant questions.   

The purpose of this Sources Sought Announcement is for market research to gain knowledge of potential qualified sources interested and capable of performing the work as described in the attached PWS (Performance Work Statement.) Responses to this announcement will be used by the Government to make appropriate acquisition planning decisions.

The Office of Acquisitions Management is conducting market research to identify the availability and interest of qualified Small Business Firms as potential sources of qualified professional consultants to develop or acquire prediction market software and provide various forecasting reports such as horizon scanning, specific country profiles, quantitative modeling, and an expert opinion pool. 

Period of Performance:

The contract shall be effective on the date of the Contracting Officer’s signature, and shall remain in effect until the contract expiration date.  The requirement is for a base year with one (1) option year period.

Interested firms are invited to respond to this announcement by providing the following information:  a) professional qualifications necessary for satisfactory performance of the required task; b) Provide socio-economic designations ( HUBZone, WOSB, SDV, DB, etc.) Large business firms may respond, however Socioeconomic categories will be considered first.

The Government does not intend to award a contract on the basis of this sources sought notice or to otherwise pay for the information requested.  The deadline to respond to this notice is April 28, 2017.
