The National Forest El Yunque Supervisors Office (SO) intends to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contract awards. The intent of this contract is to obtain professional surveying services for two calendar years (base period) of the date of award in accordance with these specifications and exhibits. The Government may exercise up to 2 option years in addition to the base period.
All work shall be performed by or under the direct supervision of, a person licensed to practice surveying in the Commonwealth of Puerto Rico, in good standing with the Examining Board of Engineers and Surveyors and must meet the standards for surveying set forth by the applicable surveying laws of Puerto Rico. The Standards of Practice for Surveying in Puerto Rico as set forth in the most current Manual for Professional Practices and Guidelines for the Compensation of Professional Services, published by the College of Engineers and Land Surveyors (IA/CIAPR) shall govern, provided they are not less than the requirements set forth in these specifications and exhibits. The work may include, but is not limited to:

A. Measuring and marking USA land, Forest Service managed property and other designated property boundary lines.


B. Rehabilitation/Maintenance of, or blacking out, previously marked Forest Service managed property lines as well as other designated boundary lines that have been incorrectly marked or have changed.


C. Identification and verification, restoration, location and monumentation of land and/or property corners.


D. Establishing Geodetic Coordinates for Horizontal Control Network, control diagrams, and reports.


E. Data adjustment and manipulation using professional software.


F. Rights-of-Way and Easement Surveys.


G. Rural Boundary Surveys for Area and Description of outparcels and private inholdings.


H. Preparation of Surveyor's Reports and plats.


I. Preparation of Form 7100-52, Corner Record, for FS property corners.


J. Preparation of tract descriptions.


K. Research of USA title interests and/or adjoiners.


L. Other miscellaneous work incidental to the survey profession.


The work to be performed shall consist of the contractor furnishing all labor, materials, equipment, tools, transportation, supervision, facilities, and supplies. This procurement is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) codes associated with this requirement is 541370 Surveying and Mapping (except Geophysical) Services. The magnitude of this solicitation is between $1,000,000 and $5,000,000. Basis for award is best value. When determining best value, past performance followed by technical capability and experience is more important than price. Past performance, technical capability and experience when combined are more important than price. The government reserves the right to make partial awards to more than one vendor if deemed necessary. If a vendor would only like to be considered for specific line items they must specify as such in their technical proposal. All vendors must be registered in sam.gov to be considered for award. The estimate for issuance of the solicitation is on or about 22nd April 2019 (15 days after we post the synopsis).
