USDA Forest Service El Yunque National Forest Synopsis for Design Build Revitalization of El Portal Visitors Center Building and Site
The USDA Forest Service Southern Region El Yunque National Forest (Puerto Rico) intends to solicit proposals for the award of a design build contract. Design-build (or design/build, and abbreviated D-B or D/B accordingly) is a project delivery system used in the construction industry. It is a method to deliver a project in which the design and construction services are contracted by a single entity known as the design-builder or design-build contractor. The work to be performed shall consist of the contractor furnishing all labor, materials, equipment, tools, transportation, supervision, facilities, and supplies. This procurement is 100% set-aside for small businesses. The project will consist of the design and reconstruction of the El Portal Visitors Center Building and Site. The project includes multi-disciplinary design based upon a USDA Forest Service-provided conceptual design, which will be finalized into a complete set of construction drawings, specifications, schedule of items, and construction cost estimates, and includes the building and site design that is compliant with all building codes, agency space policy, security requirements, and agency requirements as outlined. Upon final approval of the Complete Stamped and Signed Construction Documents, the building and site shall be constructed as designed and specified, according to all applicable law and requirements. The North American Industry Classification System (NAICS) codes associated with this requirement are: 236220 Commercial and Institutional Building Construction. The magnitude of this solicitation is between $10,000,000.00 and $15,000,000.00. All vendors must be registered in sam.gov to be considered for award.


The attached documents will be included as part of the future solicitation but have been disclosed at this time for reference.

Questions and Answers


A.All questions regarding this requirement shall be submitted via the FBO system no later than 22 March 2019 at 1200 PM/ET to the CO. The Government will provide answers to Offerors' questions on 29 March 2019.
B .No requests for additional information, clarification or any other communication should be directed to any other individual.
C. NO ORAL REQUESTS FOR INFORMATION WILL BE ACCEPTED.
D. The government reserves the right to conduct a Pre-Proposal Conference Call for all interested vendors if needed.


There will be a non-mandatory Site Showing on 13 March 2019 at 0900 ET.


Interest parties should meet at the El Portal parking lot. DO NOT enter the facility or surroundings unescorted.
Any person intending to enter the facility shall bring their own personal protective equipment (PPE), including but not limited to: hard hat, safety glassed, high-visibility vest, safety shoes and N95 respirator.(See Solicitation for more details)



Basis for Award


Award will be made to that offeror (1) whose proposal is technically acceptable and (2) whose technical/cost relationship is the most advantageous to the Government. Evaluation factors, when combined, are approximately equal to cost or price. The critical factor in making any cost/technical trade-off is not the spread between the technical scores but, rather, the significance of that difference. The Government reserves the right to make cost/technical trade-offs that are in the best interest and advantageous to the Government. The Government may reject any or all offers if such action is determined to be in the best interest of the Government. After Award, the USDA Forest Service will issue a Limited Notice to Proceed for the Design Phase.
