Eisenhower Lock Asphalt Replacement Project

The Saint Lawrence Seaway Development Corporation (SLSDC) is soliciting bids to replace the asphalt in multiple locations at Eisenhower Lock. Locations to replace the sub-base and asphalt are at the north working wall of Eisenhower Lock, the Visitors' Center parking lot and the driveway for the Visitors' Center at Eisenhower Lock. The work includes removal of the existing asphalt and sub-base for a combined area of approximately 65,500 s.f. in these locations. The work will also include removal and disposal of existing asphalt and sub-base materials, installation of geo-fabric, installation of 12" of 2" minus (Type 2) compacted to 95%, and installation of 2 ½" of 25 mm NYSDOT Binder and 1 ½" of Type 12mm NYSDOT top coat.


Locations to mill and overlay asphalt are between the Security Building and the Visitors' Center at Eisenhower Lock and the Eisenhower Lock upper approach wall. These work areas are comprised of approximately 67,500 s.f. of asphalt to be milled and hauled off-site. The work in these areas will require the existing asphalt to be milled a minimum of 1.5" in depth, installation of NYSDOT approved tack coat and installation of 12mm top course to required grades and elevations. The IFB will be released for bids on or about July 29, 2019 with bids due on or about August 28, 2018. Two pre-bid site visits are planned for on or about August 14, 2019 and August 20, 2019. It is estimated that the project will be required to be completed by October 15, 2019.The project is estimated to be between $500,000 and $1,000,000.


The specifications and drawings shall be provided on www.fbo.gov under this announcement. Applicable NAICS code - 238990, Size Standard - $15M. This is a total small business set-aside procurement. All responsible sources may submit a bid which shall be considered by the Saint Lawrence Seaway. Prospective offerors must be registered on the System for Award Management at www.sam.gov to be eligible for award.
