PLEASE NOTE: THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A POTENTIAL SOURCES SOUGHT SYNOPSIS ISSUED ONLY TO CONDUCT A MARKET RESEARCH STUDY FOR AN ANTICIPATED MILITARY PROGRAM.


The information received will be used within Department of Public Works, Fort Leavenworth, Kansas, to facilitate the decision making process and will not be disclosed outside of the organization. This announcement is not a request for proposals, but a survey of the market for potential sources. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation.


Department of Public Works, Fort Leavenworth, KS is seeking current relevant experience, personnel, and capability to construct security fencing along the eastern perimeter of Fort Leavenworth, Kansas from the end of the existing security fence at the northwest corner of the National Guard Complex to the existing perimeter fence north of the United States Disciplinary Barracks (USDB).


The work to be performed includes the following principal features:


1. Installation of approximately 820 linear feet of 6 foot decorative fence. The decorative fence have metal fence posts and pickets and be of similar style as the decorative fence installed near the Grant Ave gate. The only variances is the pickets shall not be curved at the top, they will be straight, and there shall be NO stone columns. This section of fence shall be installed parallel to and at a distance of approximately 80 feet from the east edge of pavement of Sherman Ave.


2. Installation of approximately 3,280 linear feet of 6'-0" chain link fence, black vinyl coated, with 3-strand barbed wire on a single extension arm and double swing gates as noted on the drawings. This entire section of fence is to be constructed along the path of an old railroad bed. The tracks, ties and ballast were removed. The average width at the top of embankment is 14 feet. The fence shall be installed so that there is a minimum 10'-0" path along the west side or the fence.


3. Installation of approximately 10,840 linear feet of 6'-0" chain link fence with 3 strand barbed wire on a single extension arm and double swing gates as noted on the drawings. This type will be install on the remainder of the trace except as noted in the paragraph SW-2.a.1. Refer to the attached project layout and notes document for additional installation information.


4. Installation of 4 strands of barbed wire to the posts of an existing cable barrier fence. One strand shall be installed above and the other three strands below the pair of cables. There is approximately 966 linear feet of cable barrier along N. Warehouse Rd where the strands of barbed wire will be installed.


The task orders to be awarded under this contract will be for miscellaneous roof items throughout Fort Leavenworth, within the North American Industry Classification System (NAICS) code is 238990 (All Other Specialty Trade Contractors), with a corresponding Small Business Size Standard of $15.0 million.


Interested sources are invited to respond to this sources sought announcement utilizing their company letterhead in a Portable Document Format (PDF). Please include the following information:


1) Contractor Information shall include: Company Name; Address; Point of Contact; Telephone number; E-Mail Address; CAGE Code; Web Page URL, if applicable; and Small business size certification, if applicable. For more information on the definitions or requirements of small business programs, refer to http://www.sba.gov/.


2) Bonding Capacity: Provide your surety's name, your maximum bonding capacity per project, and your aggregate maximum bonding capacity and bond rate.


3) Experience: Submit a maximum of five (5) government or commercial contracts/projects your firm has completed in the last 5 years demonstrating your experience in the construction of security perimeter fencing projects.


4) For each of the contracts/projects submitted, provide -
(i) Title of Project
(ii) Location; whether prime or subcontractor work;
(iii) Award and completion dates; contract or subcontract value;
(iv) Type of work; type of contract; a narrative description of the services provided by your firm;
(v) Customer information including two points of contact, phone number, and email address.


E-mail file may not be larger than 3 Mega Byte (MB). Elaborate brochures or documentation, detailed art work, or other embellishments are unnecessary and are not desired.
