Early childhood education program
to provide a private preschool provider the rent free use of a portable facility at the Elementary School, on the island of Hawaii, for the purpose of operating a quality early childhood education program for low income children, ages 3 - 5 years old, and preparing them for successful transition into the public school kindergarten.
