E-Rate Bureau Direction and Services
This RFP is associated with one of the four School Connectivity Initiative projects and
specifically the SCI - Establish Core Functions of NCEdNet project. A key deliverable of this
project is to establish an E-Rate Bureau that provides for more effective E-Rate filing, consistent
access to E-Rate discounts for all Local Education Agencies (LEA's), consolidate a set of
processes now supported by LEA's independently, free up local LEA resources to focus on
instructional technology, eliminate inequities in E-Rate access, and minimize or eliminate fees
paid to external E-Rate consultants.
The purpose of this RFP and any resulting contract award is to solicit proposals for E-Rate
Subject Matter Expert assistance in establishing a NC Department of Public Instruction E-Rate
Bureau and provide transitional statewide E-Rate support for NC public schools while the DPI
state E-Rate Coordinator and E-Rate Bureau member positions are filled and trained.
