THIS IS A REQUEST FOR INFORMATION AND SHOULD NOT BE CONSTRUED AS A REQEST FOR PROPOSAL (RFP).  The Internal Revenue Service (IRS), Human Capital Office , Leadership Education and Delivery Services Division is conducting market research to determine potential contractors that can provide unlimited access to an eLearning and performance support program for up to 115,000 employees within the IRS and the US Department of the Treasury.  The IRS may seek proposals in the near future and will not accept unsolicited proposals at this time. This notice does not commit the Government to contract for any supply or service and participation does not imply any obligation on the part of the Government. Contractors are advised that the Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at responder's expense. No phone calls will be accepted.  Not responding to this notice does not preclude participation in any future RFP if issued.


Interested contractors shall submit a capability statement describing their ability to provide an eLearning program consisting of unlimited access to an employee development and performance support program for up to 115,000 employees within the IRS and the US Department of the Treasury. Program shall contain courses and other learning resources that cover a variety of subjects including Leadership, Professional & Personal Development, Business & Soft Skills, Information Technology, Computer Applications (Microsoft Office), Course Design & Development, etc. All program components shall be compliant with Section 508 of the Rehabilitation Act. The program may also call for the design and delivery of blending learning programs that combine asynchronous and synchronous virtual components.  See the Attachement, Draft Performance Work Statement (PWS).  



The contractor shall provide two references (Agency/Business name, contact person, address, phone number and e-mail address) for which they have performed similar service. A description of the work performed shall also be included with each of the references. The description shall include the type of work performed, size and scope of work performed and length of performance.



The capability statement shall be no more than fifteen (15) written pages in no smaller than 12 font (pitch). Additional pages beyond the fifteen (15) page requirement will not be reviewed. Standard brochures will not be considered. No additional information beyond the capability statement and references will be reviewed or considered.



Responses shall clearly identify:


1. Name, Address, Point of Contact;
2. Description of products and capabilities relevant to products and services described in the attached Draft Performance Work Statement (PWS)
3. Voluntary Product Accessibility Templates (VPATs) for all products


Responses to this RFI must be submitted no later than 9:00 AM EST on February 3, 2017.  RFI submssion will be accepted as an email attachment only.  All responses must be submitted to Ashley Shell with "RFI - eLearning Program" in the subject line.
