Who is Smart Serve Ontario?
Smart Serve Ontario is a non-profit organization dedicated to developing and delivering responsible alcohol service training to all individuals who serve alcoholic beverages or work where alcoholic beverages are sold or served in the province of Ontario. Established in 1995, Smart Serve Ontario works closely with the Alcohol and Gaming Commission of Ontario to deliver training for the Ontario hospitality industry.

What is Smart Serve?
Smart Serve is a responsible alcohol beverage service training program developed by Smart Serve Ontario. The program covers topics such as:

Types of licenses
- Legal rights, responsibilities and liabilities
- Facts about alcohol
- How alcohol works in the body
- Signs of intoxication
- Forms of identification
- Prevention and intervention techniques

The program can be taken online at www.smartserve.ca and requires 3-4 hours to complete.

Project Description:
Smart Serve Ontario is seeking an e-learning consultant to conduct an analysis on the Smart Serve online training program and industry benchmark to identify where the current program stands against other responsible alcohol service certification programs in Canada and worldwide. The final deliverable is expected to include a written report and presentation covering the following information:

1.Identification of the Smart Serve program's strengths and weaknesses
2.Industry benchmarking, which includes
- Smart Serve's placement relative to other responsible alcohol service programs in Canada and worldwide
- Identification of best practices amongst online training programs
- Smart Serve benchmarked against industry leaders in responsible alcohol service measuring the merits and weaknesses of each. This will include the likes of (but not be exclusive to) ProServe Liquor Staff Training from Alberta, Serving it Right from British Columbia, Serving it Safe from Manitoba, Serve It Right from Saskatchewan, ServSafe Alcohol Training & Certification from U.S.A., Responsible Alcohol Management Program from U.S.A. and Responsible Service of Alcohol from Australia.
3.Overall summarized research findings
4.Tailored recommendation and alternative options with written rationale
5.Discussion of notable innovations which Smart Serve Ontario should stay apprised of

The consultant must be a clear communicator with academic research and client-facing experience. He or she is expected to have a specialized expertise in e-learning, MOOCs, instructional design and learning management systems, with a strong knowledge about other online training programs existing in the market.

Budget:
Each applicant must submit a detailed quote (in CDN $) outlining all fees and services including eligible taxes, disbursements and contingencies. Terms and timelines for payment will be negotiated in the contract for services.

A complete proposal must include all of the following:

1.Curriculum Vitae outlining qualifications and experiences
2.Proposed research methodology from beginning to end, with a list of anticipated costs
3.List of past clients and/or work
4.List of client references
