This Combined Synopsis/Solicitation Notice is to announce the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement for External Laboratory Audits in accordance with the FedConnect posted solicitation. A copy of this combined synopsis/solicitation may be accessed at FedConnect, www.fedconnect.net. The solicitation reference number is G17PS00658 and is being issued as a Request For Proposal (RFP). The policies contained in FAR Part 13 Simplified Acquisition including Part 13.5, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 15, as appropriate, shall be used for this acquisition. This is a 100% Small Business Set-aside. The associated NAICS code is 541614. The small business size standard is $15.00M. All requirements for preparation, submission, and receipt of proposals contained in the solicitation shall be adhered to.
Basis for Award: Best Value, Trade-off. Proposals submitted in response to this Request for Proposal (RFP) will be evaluated based upon the following non-price factors and price: Factor A Technical expertise/technical approach, Factor B Past Performance, and Price. In accordance with 52.212-2 Evaluation - Commercial Items, proposals shall include: Form 1449 and Amendments (if any) signed and dated, Management Plan, Quality Control Plan, capability narrative, a sample laboratory audit, references, Price Schedule, and the Attachment 3 Sample Task Order's Detailed Pricing. Failure to submit the appropriate documentation may result in the offerorB?s proposal package being determined as Non-Responsive to this solicitation.
