COMBINED SYNOPSIS/SOLICIATION ‘COMBO':
EXFIL Ballistic Advanced Combat Helmets, Color Coyote Brown

i.    This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 

ii.    IAW FAR 52.232-18: Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

iii.    Solicitation FA4877-19-Q-U003 is issued as a Request for Quotation (RFQ).


iv.    This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2019-04 effective 7 Aug 2019, Defense Procurement Notice 20190628, and Air Force Acquisition Circular 2018-0525



v.    This is a total-small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 339999 with a small business size standard of 500 employees.



vi.    Davis Monthan Air Force Base intends to award a firm-fixed price contract for the following:



vii.    EXFIL Ballistic Advanced Combat Helmets, Color Coyote Brown



a.    CLIN 0001-Part#73-31S-E31 Size M/L, Quantity 54
b.    CLIN 0002- Part#73-31S-E32 Size XL, Quantity 30



viii.    Delivery shall be FOB Destination. 



ix.    The government will place an order with the offeror whose quote is the lowest priced brand name product.



x.    The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so.



xi.    Important Dates/Times (All Times are Arizona Local Time)
a.    Questions are due by 16 August 2019, 2:00 pm.
b.    Answers will be provided by 19 August 2019, 2:00 pm.
c.    All quotes shall be submitted by 22 August 2019, 2:00 pm.


xii.    It is the responsibility of the vendor to ensure their quote was submitted via email on time & review the post for any changes or amendments to this RFQ.
