THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This sources sought notice is issued in an effort to conduct market research for information and planning purposes only. The Government is soliciting information to determine the availability of firms capable of conducting exchanges of non-excess personal property as stated below. Marine Corps Systems Command is authorized to exchange non-excess personal property in accordance with 40 USC 503 and 32 CFR 736. The Government is seeking information regarding the capabilities available from the commercial marketplace to conduct exchanges of such non-excess personal property in accordance with all applicable statutes and regulations.

The contractor would be required to perform a variety of tasks relating to the control and accountability of items from receiving property through demilitarization (if required) and associated disposal action. The contractor would be responsible for warehousing and safeguarding Government property, for pick-up of Government property, for maintaining detailed transaction records documenting the disposition of all such property, and for delivering exchanged property to the Government.

The categories of products that are under consideration for exchange as non-excess personal property to include all parts, components, and pieces associated, that are available, with the end items are as follows:

1. Dozers, blades, rippers, winches and other attachments.
2. 420E Backhoe Loaders
3. Graders, self-powered and towed, rippers, winches and attachments.
4. Scrapers, earth moving, self-powered
5. Material Handling, Fork Lifts, Extended Boom Forklifts, (TRAM) Tractor, Rubber Tired,
Articulated Steering, Multi-Purpose Forklift, All Terrain Crane, Container Handlers
6. Welders, Compressors, Automatic Building Machines, Ultimate Building Machines
7. Medical equipment and durables (See Examples Below)

No final commitment has been made to exchange any specific Government property. Therefore, this sources sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement.


All responses to this sources sought notice must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Accordingly, the following information is required when responding to this request:


1. Identify small business type (e.g., SDVOSB, 8(a), HUBZONE, WOSB) if applicable.


2. Provide a statement of capabilities to perform exchanges of Government property. This statement should include detailed technical/experience information and/or other informational literature demonstrating the direct ability to perform the effort cited above.


3. Provide information regarding previous contracts for which you conducted exchanges of Government property.

This announcement is not a Request For Proposal (RFP), Invitation For Bid (IFB), Request For Quotation (RFQ), or an announcement of a solicitation and no solicitation document exists at this time. The submission of this information is for planning purposes only and is not to be construed as a commitment by the Government to exchange any specific Government property, nor does the Marine Corps intend to award on the basis of this sources sought/market research or otherwise pay for the information received. No entitlement to payment of direct or indirect costs or charges to the Government that arise will be accepted as a result of submission of responses to this Request for Information (RFI) and Government use of such information. Note that any and all information submitted will not be returned.
