The Defense Information Systems Agency, Defense Information Technology Contracting Organization (DITCO), Software Section (DITCO/PL8231), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a sole source Request for Proposal (RFP) to Equilateral Technologies.

This acquisition is for a firm-fixed-price acquisition for
brand-name commercial off-the-shelf SME software licenses and software support for the Army. The brand-name software is used to provide spectrum frequency assignments and automatic de-confliction of frequency conflicts across the Army's tactical network. ETI SME is the only software that supports the automated de-confliction and frequency assignment of radios, using the Soldier Radio Waveform, Wideband Networking Waveform, and Net-centric Waveform proprietary waveforms. Army WIN-T already owns and has fielded 56 licenses. This action will procure additional licenses to ensure compatibility among the program and to continue software support on the existing licenses. This requirement will be awarded as a new firm-fixed-price indefinite delivery indefinite quantity (IDIQ) contract, using open market procedures.


The period of performance will be for one 12 month base period and two 12 month options. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
