The Puget Sound Naval Shipyard (PSNS) Contracting Office (Code 440) located at 1400 Farragut Ave, Bremerton, WA 98314 is issuing this sources sought request for information (RFI) as a means of conducting market research to identify parties having an interest in, and the resources to, support the requirement for a vessel to support submarine range clearance operations in the Bremerton, WA area.

INTRODUCTION:


This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required service.


BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions

CONTRACT/PROGRAM BACKGROUND:


Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ)


Period of Performance: The ordering period for this acquisition is five years from approximately 21 March 2018 through 20 March 2023 with one (1) sea trial occurrence per year.


Place of performance: The vessel will provide a clearance watch area as defined as a circle with a radius of four (4) nautical miles (NM) centered at two locations: in the Straits of Juan De Fuca, and off the coast of Washington

SOURCES SOUGHT:
The anticipated North American Industry Classification System Code (NAICS) for this requirement is 488330 (Navigational Services to Shipping), with the corresponding size standard of $38.5 Million. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code.
To assist PSNS&IMF in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.


In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the limitations on subcontracting clause (FAR 52.219-14).


SUBMISSION DETAILS:


Responses should include:
1) Business name and address;
2) Name of company representative and their business title;
3) Type of Small Business;
4) Cage Code;
5) Interested businesses should submit a brief tailored capabilities statement package (no more than ten pages) demonstrating ability to perform the services listed in the statement of work.
