PRE SOLICITATION NOTICE

Requirement: Work consists of constructing one Mechanically Stabilized Earth wall with dimensions of an upside down trapezoid (16' vertical x 32' length at bottom of wall x 64' length at top of wall) to rebuild the fill and reestablish road width at milepost 5.5. The project scope also consists of roadway excavation, resurfacing the roadway, placing hot mix asphalt, and other incidental work as specified in the drawings and specifications.

Location: The project site is located along Forest Service road 37N02 within the Hat Creek Ranger District of the Lassen National Forest within Shasta County, California. From just north of the Lake Britton Dam, travel west on Forest designated route 37 on 37N02 for approximately 5.5 miles. Please refer to the vicinity map in the project drawings for more information. Project latitude 41.02519 and longitude -121.75707. Township 37 North, Range 2 East, and section 32 Mount Diablo Meridian.

Estimated Magnitude (Price Range): Between $100,000.00 and $250,000.00

Contract Time: It is estimated the project will start within 14 days of Notice to Proceed and be completed within 105. Estimated start will be dependent on weather and could be prior to the end of calendar year 2019.

Set Asides: This procurement is being solicited as a small business set-aside. The North American Industry Classification System (NAICS) Code is 237310. The related small business size standard is $39.5M.

Solicitation Info: Solicitation is being conducted under FAR Part 13 and 36. All responsible sources may submit a quote, which shall be considered. The anticipated posting of this solicitation is on or about 5 September, 2019.

Site Visit: A formal site visit will not be held. Prospective bidders are urged to visit the site on their own.

Bonds: A bid guarantee will be required only if your quote is over $150,000. In addition there is a requirement for performance and/or payment protections (performance bond and/or payment bond or Irrevocable Letter of Credit (ILC)). If quote is between $35,000 and $150,000, payment bond or ILC will be required for 100% of the award price and be submitted within 10 days after contract award. If quote is over $150,000, payment bond and performance bond or ILC will be required for 100% of the award price and be submitted within 10 days after contract award.

Inquiries: Any prospective bidder desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing, not later than 5 calendar before the closing date, to allow a reply to reach all prospective Quoters before submission of their quote. Oral explanations or instructions given before the award of a contract will not be binding. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Notifications: In accordance with FAR 5.102(d), the government is limiting the availability of the solicitation to electronic medium through this posting to FBO.gov. Notification of any postponements and any amendments to this solicitation will be posted on this website. It is the sole responsibility of the bidder to continually view this website for any amendments made to this solicitation. Award notifications will be made to this notice. Early notification will not be made to any quoter except Awarded Contractor.
