INTRODUCTION

The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting quotations and subsequently awarding a Firm-Fixed-Price contract for Mobile Patient Lifts for the Eastern Colorado Health Care System. Acquisition of these Mobile Patient Lifts are part of the initial outfitting and activation of the new VA Medical Center being constructed in Aurora, CO.

DESCRIPTION

A contract is needed for the Eastern Colorado Health Care System for ten (10) standing and raising aids, three (3) foldable passive vehicle transfer lifts, four (4) bariatric patient lifts, eleven (11) mobile patient lifts, and four (4) height-adjustable multipurpose hygiene chairs. The contractor shall deliver all items. All items must meet all salient characteristics and the contractor shall furnish all personnel, supplies, and equipment required for delivery.

SALIENT CHARACTERISTICS

Standing and Raising Aid and Ambulation Support (JSN #M8080)
Quantity: Ten (10)
Basis of Design: Arjo Sara Plus OR EQUAL
Specifications:
Standing and raising aid used to help mobilize patients
The unit shall have a safe working load of at least 420 pounds.
The unit shall include a scale with a capacity of at least 308 pounds.
The unit shall weigh no more than 210 pounds.
The unit shall operate on rechargeable batteries and indicate power remaining in the battery.
The unit shall have four (4) castors, two (2) with brakes
The unit shall include a detachable commote/transfer seat, footboard, and kneeboard
The unit shall have a sit-to-stand lift that combines both mobility capabilities with sit-to-stand assistance.
The unit shall have a arc-rest for the arms to rest on with handles that allow the patient to grab onto it and support their upper body during the lifting and ambulation processes.
The unit shall have rear wheel brakes for operator access.
The unit shall be equipped with both pillar-mounted and handset controls.
The unit shall have an automatic safety cut-off.
The unit shall have low friction castors
Power Requirements: Rechargeable sealed lead acid battery, 24V, 5Ah
Accessories/Configuration Options: One (1) battery charger and two (2) batteries. One (1) wipe down sling (KKA5420 or equal), large size

Foldable Passive Vehicle Transfer Lift (JSN #M8080.A)
Quantity: Three (3)
Basis of Design: Arjo Maxi Lite OR EQUAL
Specifications:
Foldable passive lift used to remove and put patients back into automobiles
The unit shall have a safe working load of at least 350 pounds.
The unit shall weigh no more than 87 pounds.
The unit shall operate on rechargeable batteries and indicate power remaining in the battery
The unit shall fold for storage
The unit shall include at least the following safety features:
Emergency power shut-off
Automatic stop function to prevent lowering lift onto patient
The unit shall have adjustable chassis legs that enable the lift to easily pass through standard doorways and to fit around armchairs and wheelchairs during transfers.
The unit shall be equipped with both pillar-mounted and handset controls.
The unit shall have a battery discharge indicator light.
The unit shall have low friction castors with rear brakes

Bariatric Patient Lift (JSN #M8080.B)

The unit shall have a safe working load of at least 704 pounds
The unit shall weigh no more than 138 pounds
The unit shall operate on rechargeable batteries and indicate power remaining in the battery
The unit shall include a scale with a 9VDC battery and dual operating controls
The unit shall have an extended jib to allow better reach over beds to allow patients to be centered on the bed.
The unit shall have a boom that maximizes head clearance to support 360 degree rotation of patient for lifting in tight areas.
The unit shall be equipped with emergency power shut-off.
The unit shall be equipped with an automatic safety cut-out to prevent raising excess weight.
The unit shall be equipped with an automatic stop function to prevent lowering the jib or spreader bar on the patient.
The unit shall have a battery discharge indicator to indicate remaining battery power level.
The unit shall be equipped with an audible warning signal to indicate the battery requires changing.
The unit shall have low friction castors with rear brakes.

Mobile Patient Lift (JSN #M8080.C)

The unit shall be equipped with vertical and dynamic positioning systems to prevent the formation of skin breakdown while in the slings.
The unit shall be equipped with a lift system that takes a patient from a recumbent position to a sitting position while suspended on the left, thereby preventing skin breakdown.
The unit shall include a boom that maximizes head clearance to support 360 degree rotation of patients for lifting in tight areas.
The unit shall include a built-in scale for weights.
The unit shall have a battery discharge indicator to indicate remaining battery power level.
The unit shall be equipped with an audible warning signal to indicate the battery requires changing.
The unit shall include both handheld and mast controls.
The unit shall be equipped with a system failure override.
The unit shall be equipped with an automatic shut-off if lowered onto an obstacle.
The shall have low friction castors with rear brakes.

The unit shall have a high backrest and sturdy armrests.
The unit shall be electrically height adjustable to enable the right working height.
The unit shall be equipped with a recline capability while in the lift position to provide the caregiver full access to the patient during hygiene routines (bathing/showering).
The unit shall be equipped with a caregiver function that allows undressing/dressing, improved accessibility, changing of incontinence pads, etc.
The unit shall be equipped with two (2) sets of driving and maneuvering handles.
The unit shall be equipped with an audible warning signal to indicate the battery requires changing.
The unit shall be equipped with emergency lowering.
The unit shall have an automatic safety cut-off.
The unit shall include a safety strap

Binders - Quantity (2) each for items identified above.
Digital Copies - Quantity (1) each for items identified above.
Deliver compilation of all manufacturer recommended maintenance schedule and operation materials packaged in binder(s) to On Site Point of Contact upon completion of delivery.

DELIVERY
Delivery shall be no later than June 21, 2017. Acquisition of the above items is part of the initial outfitting and activation of the new VA medical center being constructed in Aurora, CO. Since construction is still occurring, delivery dates are approximate and will be coordinated with the successful contractor after award. The Contractor shall contact the On Site Point of Contact to schedule a pre-delivery meeting to be conducted approximately 60 days prior to the initial award delivery date for verification of delivery dates. The Contractor may be required to adjust the delivery date from the date specified in the contract award document. A government-requested delivery delay up to 90 days after the delivery date specified in the contract award shall be at no additional cost to the government.

Delivery Location: Contractor shall deliver all equipment to the Eastern Colorado Health Care System, 1700 N. Wheeling Street, Aurora, CO 80045.

Delivery Markings: Contractor shall deliver items in manufacturer's original sealed containers with manufacturer s name marked thereon. Deliveries shall be marked with the PO and contract number.
Items on delivery vehicles not equipped with a Lift Gate will not be accepted. The delivery will have to be rescheduled and any delivery charges will be the responsibility of the Contractor.

INSPECTION AND ACCEPTANCE
The Contractor shall conduct a joint inspection with the On Site Point of Contact upon completion of delivery. In the event deficiencies are identified, the Contractor shall provide date when the identified deficiencies will be addressed if not addressed on the date of delivery. The Contractor shall conduct a joint inspection with the On Site Point of Contact after addressing all deficiencies. All deficiencies identified during joint inspections shall be fixed by the Contractor prior to government acceptance of the item. Disputes shall be resolved by the Contracting Officer.

WARRANTY

The contractor shall provide all manufacturer(s) warranties on all parts and labor at time of delivery. The warranties shall include all travel and shipping costs associated with any warranty repair.

ADMINISTRATIVE
The solicitation will be issued as a Request for Quote (RFQ) conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business set-aside. The applicable NAICS code is 339113 with a size standard of 500 Employees. The solicitation will be issued on or about March 24, 2017 for approximately seven (7) calendar days. Offerors will be required to submit their quotes electronically via email.

Telephone calls will not be accepted. The VA reserves the right to use only Federal Business Opportunities (FBO), via the internet, to provide notification of any amendments to this notice and the subsequent issuance of the solicitation.
