The NASA Shared Services Center plans to issue a solicitation for the re-competition of its current Enterprise Applications Services Technologies (EAST) contract. This procurement, EAST 2, will be conducted on an unrestricted basis (full and open competition) utilizing FAR Part 15 source selection procedures. EAST 2 will support the NASA Enterprise Applications Competency Center (NEACC), located at the George C. Marshall Space Flight Center (MSFC) in Huntsville, AL.
The anticipated release date of the draft Request for Proposal (RFP) is on or about December 12, 2014. NASA intends to hold an Industry Day on January 8, 2015, at MSFC. Comments and questions concerning the draft RFP will be accepted through January 20, 2015. The anticipated release date of the final RFP is on or about March 4, 2015, with offers due approximately 60 days later.
The NSSC intends to award a single Cost-Plus-Performance-Fee contract with an Indefinite-Delivery-Indefinite-Quantity (IDIQ) component. Performance fee will be tied to minimum Service Level Standards. The work consists of maintenance, operation, new development and management of NASA Enterprise Applications to ensure that information technology investments continue to enable the Agencys mission. MSFC-specific applications will also be included in the core work of EAST 2. The IDIQ portion will enable the migration of Center-specific applications at other NASA Centers into the EAST 2 contract.
The majority of services under this contract will be performed at MSFC, Huntsville, Alabama. In the event other NASA Center-specific applications are transitioned into the EAST 2 contract via the IDIQ feature and as support from other locations may be required to meet contractual requirements, other locations as appropriate may be approved in writing by the Contracting Officer.
This contract is anticipated to have a period of performance of five years, consisting of a base period of two years, one two-year option period, and one one-year option period. To incentivize sustained, superior contract performance, the contract will also contain an award term option provision that will provide the contractor with the opportunity to earn up to three additional option years (contract years six, seven, and eight). The total potential period of performance, including all options and award term options, is eight years.
Significant small business subcontracting goals for small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns will be included in the contract.
The NAICS Code and Size Standard are 541512 and annual receipts less than $27.5 Million, respectively.
