EMCS Monitoring Equipment
The work covered under this Contract consists of furnishing all materials to provide BACnet communications capability to a total of fifteen (15) Liebert brand computer room air conditioning units inclusive of commissioning.
Material includes:
4 - SiteLink-2E
1 - SiteLink-4E
1 - SiteLink-12E
6 - 120VAC/24VAC transformers
The existing Liebert units communicate using a proprietary protocol and only the named Leibert brand P/N(s) above are interoperable.
The Government intends to negotiate a sole source contract for the supply and incidental installation of this equipment with the exclusive Liebert re-seller to the Rome, NY region.

This is a notice of proposed contract action and not a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to the listed Point of Contact (POC) and must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 18 June 2014.
A Sole Source Justification will be attached to the subsequent Notice of Award.
