The organization is requesting proposals to provide a solution for an automated electronic document
routing system. Proposers must have at least (3) years of experience installing,
configuring and troubleshooting proposed solution. Applicable experience
must be documented on the profile of the proposer. The proposed system must allow the organization to electronically manage the
business process of reviewing documents such as contracts, forms,
presentation materials, press releases, request for proposals/bids, etc.

The proposed solution must meet the following requirements:
1. Allow for an authorized user to submit a document to the system for
approval routing.
2. Allow for rules to be easily created and modified based on the type
of document submitted which will route to required approvers based
upon the user submitting the document (i.e. Chain of Command).
3. Allow for the following business process:
a) User submits document for approval
b) First approver reviews document and makes recommended
changes.
c) Second approver reviews document showing original text and
modified text and makes recommended changes.
d) Remaining approvers follow same process.
e) Final approver reviews document with all changes and makes
final changes.
f) Submitter applies all final changes to the document and review
process is closed.
4. Customizable E-mail alerts to notify the next approver.
5. Multiple levels of E-mail reminder escalation for documents that
exceed a specified period of review time.
6. Ability for an administrator to review the status of all documents
pending approval and override an approver on a case-by-case
basis (not to require a change to the rule and re-submission of the
document).
7. The system will be accessed by both internal and external users;
therefore, the application must be able to manage authentication
from within the application and not rely on Active Directory.
8. Support up to 10 " 15 concurrent users initially
