The US Army Utility Helicopter (UH) Project Management Office (PMO) is conducting market research to determine whether or not there are interested and available contractor sources capable of meeting the identified requirement and, if so, the feasibility of a competitive acquisition. The requirement is to procure up to eleven new FAA Certified EC-145 aircraft to supplement the Army's existing fleet of aircraft. The Army does not own the technical data package for the EC-145. The EC-145 technical data package is held by Airbus Helicopters, Inc. Responses should address how the aircraft will be produced as a new FAA certified aircraft without having this data available and without incurring significant additional costs.

 


This sources sought notice is issued solely for informational, market research, and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This sources sought does not commit the Government to contract for any supply or service whatsoever. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. All costs associated with responding to this sources sought will be solely at the responding party's expense. Not responding to this sources sought does not preclude participation in any future RFP, if any are issued. In accordance with (IAW) FAR 15.201(e) responses to this sources sought notice are not offers and cannot be accepted by the Government to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (www.fbo.gov) site for additional information pertaining to this sources sought.


Vendors are encouraged to submit written notification of their interest, qualifications, and technical concepts to, Lynn W. Lewis, lynn.w.lewis.civ@mail.mil, and LaNita McGraw-Holloway, Contracting Officer, via e-mail at lanita.m.mcgraw-holloway.civ@mail.mil. The submission of this information is for planning purposes and is not to be construed as a commitment by the Government to procure any items, nor does the Government intend to award on the basis of this request for sources sought or otherwise pay for the information solicited. Suspense is seven (7) days after the release date of this sources sought. This is not a request for competitive proposal submittals. The Government is under no obligation to respond to submittals. NO TELEPHONIC QUESTIONS WILL BE ACCEPTED. REQUEST FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.


If your organization has the ability to perform this effort, please provide the following information:
1.    Provide company information including:
a.    Company name and address.
b.    Size of company (number of personnel, total revenue, ownership, CAGE Code, Parent Corporation, etc.).
c.    Point(s) of contact including name, phone number, address, email and length of time in business.
d.    Geographic presence.


2.    Provide evidence that your organization has the ability to provide up to eleven new FAA certified EC-145 aircraft to the Government.


3.    Provide any other pertinent information that will assist in this assessment.

If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.


The Government will evaluate market information to assess the ability of responding organizations to provide up to eleven new FAA-certified EC-145 aircraft to the Government as described in this notice. All interested firms with capabilities identified herein are encouraged to respond to this sources sought by seven (7) days of issuance.
Electronic transmissions must not exceed 5 megabytes and responses in the form of white paper should be limited to 20 pages in length and may include technical specifications and product sheets as deemed necessary. All material submitted in response to the sources sought must be unclassified.
