The US Army has a sole source requirement to procure up to thirty-five (35) new Federal Aviation Administration (FAA) certified EC-145 (MBB-BK 117 C-2) rotary wing aircraft (NSN:1520-01-533-2025) to supplement the Army's existing fleet of UH-72 aircraft.

Pursuant to statutory authority of Title 10 USC 2304(c)(1) and (d)(1)(B)(i), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and pursuant to statutory authority of Title 10 USC 2304(d)(1)(B)(ii), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(B) - Unacceptable Delays in Fulfilling the Agency's Requirements, this proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source - Airbus Helicopters, Incorporated (AHI), 2701 B, Forum Drive, Grand Prairie, TX 75052, CAGE Code 3GSZ1, NAICS Code is 336411. AHI is the Original Equipment Manufacturer and has exclusive ownership of all data rights required to produce, maintain, and modify the EC-145 and provide airworthiness release; therefore, a technical data package is not available. This is not a small business set aside. Parties interested in potential subcontracting opportunities should contact AHI.
Any responsible source may identify its' interest by submitting a capability statement in response to this requirement. If your organization has the capability to perform this effort, the following information shall be included in your capability statement:
1. Provide company information including:
a. Company name and address.
b. Size of company (number of personnel, total revenue, ownership, CAGE Code, Parent Corporation, etc.).
c. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
d. Point(s) of contact including name, phone number, address, email and length of time in business.
e. Geographic presence.
2. Provide evidence that your organization has the ability to provide up to thirty-five (35) new FAA certified EC-145 aircraft to the Government.
3. Provide any other pertinent information that will assist in this assessment.


A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any capability statement must be submitted electronically to lynn.w.lewis.civ@mail.mil and lanita.m.mcgraw-holloway.civ@mail.mil no later than 9:00am CST, January 19, 2018.
