ECP for Breakout Box Set Modification Kits for the EA-18G Aircraft

SYNOPSIS: #N68335-19-Q-0337

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a SOLE SOURCE basis with The Boeing Company, 6200 JS McDonnell Boulevard, Saint Louis, MO (CAGE: 76301) for the procurement of twenty-five (25) Breakout Box Set modification kits (23 US Navy and 2 Royal Australian Air Force) in accordance with Engineering Change Proposal (ECP) 6501 requirements. The ECP requirements consist of the modification of part number (P/N) 74D760518-1001, Breakout Box Set and includes non-recurring engineering (NRE) and updates to the technical data package. The Test Adapter Breakout Box, P/N 74D765141-1001 (part of the 74D760518-1001 Breakout Box Set) requires modification to include a restraint feature similar to the ALQ-218 subsystem WRA 5; and modification of the chassis to eliminate interference with and mitigate damage to the WRA 5 tray rub strip on the EA-18G aircraft.


Boeing is the original design authority, developer and OEM of the Breakout Box Set, which includes the Test Adapter Breakout Box requiring modification. Boeing is the only known source that can provide the required hardware and services. As the design authority, Boeing maintains rights to the technical data for Breakout Box Set, P/N 74D760518-1001. The data necessary to perform the requirement has not been transitioned to the Government and therefore, the Government does not possess the technical data package to allow for a competitive procurement.


The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
