ECONOMIC DEVELOPMENT SERVICES ON A CONTINUING SERVICE BASIS
The Urban Development Department of the City of Salem, Oregon acting on behalf of the City of
Salem ("City") and the Urban Renewal Agency of the City of Salem ("Agency"), collectively
referred to hereinafter as "Salem," are soliciting proposals from qualified Proposers to provide
economic development services on a continuing service basis. Separate contracts will be
negotiated with the City and the Agency.
The intent of this RFP is to pre-qualify a group of consulting firms as resources that Salem, at its
sole discretion, can select from to provide economic development services. Salem would
generally rotate project assignments to provide opportunities for all consultants selected to
provide economic development services. There may be occasions, however, when Salem would
assign a project to a particular COR because that COR has specific expertise needed for the
project, has previously worked on the project, or is best able to meet project deadlines.
