Combined Synopsis/Solicitation Notice

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 47PE0219C0016 and is issued as a Request of Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition.


The General Services Administration (GSA) Southeast Sunbelt Region 4 intends to issue a RFQ for


Construction work for Ductwork Transition & Noise Reduction located at the Martin Luther King Jr. Federal Building, 77 Forsyth Street S.W., Atlanta, GA 30303.


The Contractor shall provide project management and construction services to make the repairs and modifications to the existing air handling unit. Contractor shall be responsible for all required equipment to provide a complete turnkey project.


Period of Performance: Construction schedule shall be completed 30 days from notice to proceed. If Option One is exercised then the schedule shall be completed within 90 days.


This procurement is reserved as 100% Total small business set-asides, only qualified offerors may submit bids. The North American Industry Classification System (NAICS) code applicable to this requirement is 236220 - Commercial and Institutional construction size standard of $33.5 Million.


***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be email to Vincent D. Butler<vincent.d.butler@gsa.gov>;. Questions not received within a reasonable time prior to close of the solicitation may not be considered. ***


The solicitation is available for download and the proposal will be due on May 2, 2019 04:00 PM EST. The solicitation will be issued in electronic format only and will be posted on the Federal Business Opportunities website located at https://www.fbo.gov/. No phone or fax requests for a copy of the solicitation will be accepted. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to FAR 4.1102 and other applicable regulations and guidelines. Information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award. Any costs incurred by offerors in preparing or submitting offers are the offerors' sole responsibility; the United States will not reimburse any offeror for any proposal preparation costs.


The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best value from the selection of the technically acceptable proposal with the lowest evaluated price. Award will be made on the basis of the lowest evaluated price of proposals meeting the acceptability standards for non-price factors. All Bids must be valid for 30 days from the closing date for this solicitation. No exceptions or qualifications.


The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.


The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, and 52.232-34. A pre-proposal conference/site visit will be noted within the solicitation. It is anticipated that a pre-proposal site visit will be scheduled for April 02, 2019 at 10:00 AM EST at the Martin Luther King Jr. Federal Building 77 Forsyth Street S.W., Atlanta, GA 30303. Contractors are encouraged to attend the pre-proposal walk-through and to verify all existing conditions prior to proposing on the project. Failure to do so will not relieve the contractor of his/her responsibility to properly estimate the cost of this project. This is the only opportunity contractors will get to visit the site to conduct a walk-through and ask questions.


Pre-registration is required for all attendees to the pre-proposal Site Visit. The Site Visit shall be limited to not more than four (4) representatives from each Offeror. Offerors shall email point of contact Dewayne Ivory<dewayne.ivory@gsa.gov>; identifying all attendees from their respective team. Participants must have a valid, Government issued picture identification, driver's license preferred, to gain access for the pre-proposal Site Visit. Notification of the location of entry, where attendees are required to meet, and all other requirements for the Site Visit will be issued to the Offerors.
