DUCTLESS HVAC SYSTEM(S)

The U.S. Army Corps of Engineers, Seattle District is seeking manufacturers of ductless, split system Air Conditioning / Mini-Split / Variable Refrigerant Flow (VRF) Systems.


Units being used must comply with FAR Clause 52.225-9 as referenced below.



GENERAL AND TECHNICAL REQUIREMENTS.


General:
1. Unit systems must have separate HVAC system for outdoor air and the unit does not need to handle untreated (unfiltered) outdoor air.
2. Unit must provide cooling year-round for elevator machine/mechanical rooms. Size of unit required will vary based on square footage.
3. Unit must be wall or ceiling mountable inside the space. Floor mounted units are not authorized.


Technical:
1. Size/Cooling Capacity: 3 ton (36k BTU unit).


2. Space Temperature:
    • Design Clg DB/Drift Point: 80 deg F/67 deg F
    • Design Relative Humidity: 50%


3. Units must meet Seasonal Energy Efficiency Ratio (SEER) of at least 16.1, and Energy Efficient Ratio (EER) rating of at least 8.2.


4. Refrigerant: R410A


5. Indoor Unit (Evaporator):
    • Variable speed cooling (Inverter)
    • Removable access to controls without interrupting airflow and allow for service without the use of special tools
    • Double sloped, non-corroding condensate pans
    • Wall or ceiling mountable
    • External thermostat only (internal thermostat not acceptable).


6. Outdoor Unit (Condenser):
    • Variable speed fans and compressors.
    • Condenser circuit shall be pre-piped with start-up and head pressure controls to  maintain system operation at ambient temperature down to zero (0) degrees Fahrenheit.
    • Side discharge or top discharge.



BUY AMERICAN ACT (BAA) REQUIREMENTS:


Ductless units must comply with FAR Clause 52.225-9 -- Buy American-Construction Materials in which a preference for domestic construction materials mined, produced or manufactured in the United States. The component test of the Buy American statute is waived for construction material that is a COTS item.


COTS items is defined as
    (1) Means any item of supply (including construction material) that is-


          (i) A commercial item (as defined in paragraph (1) of the definition at FAR 2.101);


         (ii) Sold in substantial quantities in the commercial marketplace; and


         (iii) Offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace; and


  (2) Does not include bulk cargo, as defined in 46 U.S.C. 40102(4), such as agricultural products and petroleum products.


As such, ductless systems that meet the general and technical requirements identified above must be manufactured in the United States to comply with BAA requirements of FAR 52.225-9.



SUBMISSION REQUIREMENTS:


Manufacturers and/or suppliers responding to this announcement shall verify that units satisfy the general requirements indicated above. A catalog cut of the units with technical specification demonstrating compliance are requested to be included with the response. In addition, please provide cost and place (State(s)) of manufacture for each unit. Responses should be submitted to the indicated point of contact with company name, address, and point of contact including phone number and email address.


Request responses be provided no later than 2:00 p.m. (Pacific Time) October 28, 2019.
