The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract on a one time, sole source basis to: Downstream Technologies, LLC, 225 Cedar Hill Street, Marlborough, MA 01752 for the purpose of providing the CAM350 software which is a proprietary product only available from Downstream Technologies, LLC. CAM350 is a software solution that takes standard PCB gerber files and panelizes them (lays them out in an array). The software is also able to setup a template of pinning holes and fiducials so that the process for producing all PCBs is easily repeatable. The software also produces gerber files for final fabrication and interfaces nicely with existing software. The resultant contract will fulfill the FBI's requirement to acquire a solution for switching from the milling/drilling processes for producing PCBs to a drilling/etching process for producing PCBs. This will allow the FBI to take the current fabrication files and produce aligned and repeatable fabrication panels.

The FBI intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1). Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
