The purpose of this sole source synopsis is to notify Industry of the Government's intent to solicit and negotiate with only one source under the authority of FAR 6.302-1 for this procurement action.

This notice is in response to the sources sought notice under the same solicitation number issued on 26 June 2019. As a result of the sources sought notice, the Government anticipates the issuance of an indefinite-delivery, indefinite-quantity (IDIQ) contract consisting of a four (4) year ordering period, beginning on the day of the contract award. Specific delivery locations, quantities, and points of contact are stated in the attachment Statement of Work (SOW). The acquisition is for one hundred seventy-five (175) minimum/seven hundred (700) maximum, double acting mechanical shotck isolators (part nubmer 7251123-1) to ECI Defense Group, Inc., 7654 HWY 7, Lyles, TN, 37098-1502.

The Source Control Drawing identifies ITT Endine Inc, as the only approved manufacturer. This item is only avaiable for procurement through their sole authorized distributor, ECI Defense Group Inc. Vendors who are interested in qualifying their product for purposes of future acquisitions must contact the design control activity specified on the source control drawing. 

This notice is published for informational purposes only and not a request for proposals. However, interested parties may identify their interest and submit a capability statement stating specifically how their proposed products can meet the Government's requirements without comporomising the quality, accuracy, reliability, and schedule. Capability statement received by 3 August 2019, shall be considered by NSWC Corona. 

Responses must be submitted in writing to the procurement specialist, Antonia Roman-Varela, via email at antonia.roman-varela@navy.mil no later than 3:30 pm PST on the date noted above. Email should reference Presolicitation Notice N6426719R0032 in the subject line.  

**NOTE: Interested parties shall contact the procurement specialist identified to receive access to the attachments. Vendors are required to submit a valid "Technical Data Agreement" (DD Form 2345) as a condition of receiving the attachments. Responses submitted by those who did not request the attachments are not acceptable and will not be considered.**
