Dormitory Renovation Project

The purpose of this project is to renovate a portion of the dormitory rooms located at the National Mine Health & Safety Academy (the Academy), a national training facility for the agency and the mining industry with a total of 174 dormitory/lodging rooms. The Academy is a division under the U.S. Department of Labor, Mine Safety & Health Administration, located in Beaver, West Virginia.

The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other necessary items to execute this scope of work. The objective of this procurement is to obtain dormitory room renovations for rooms of varying sizes with the majority of the rooms being approximately 288 square feet. This requirement includes asbestos abatement, which will require removal of drywall for which the drywall joint compound has been identified to contain 2% asbestos. Other tasks include but are not limited to drywall replacement, removal and replacement of insulation, painting, and installation of new shower units, cabinetry, vanities, bathroom tile, outlets, doors and lighting. The estimated number of rooms to be renovated will range from 12-24 rooms, depending upon the availability of funds.


There is both "guaranteed work" and "optional work" as outlined in the solicitation.  Including the optional work, the magnitude of this project is between $500,000.00 - $1,000,000.00.  

This procurement is a HUBZone set-aside using NAICS Code 238310, Drywall Contractors. A firm fixed price contract is anticipated. The work shall be completed within 180 days after issuance of the Notice to Proceed.


One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The purchase of paint is subject to the USDA designated items that contain bio-based products or materials, located at the designated website www.biopreferred.gov. The purchase of lighting is subject to compliance with ENERGY STAR, located at the designated website www.energystar.gov/products.


Offerors must be registered in SAM (www.sam.gov) at the time of proposal submission. Registration in SAM is free.


A site visit has been scheduled for Wednesday, June 19, 2019 beginning at 9:30 a.m. EST.  All interested parties are highly encouraged to attend.  There will be no other opportunities to inspect the site other than this date and time.  A government-issued photo ID must be presented for access to the site.  See solicitation for further details.
