The U.S. Department of Labor, Office of Job Corps, has a requirement for a qualified Architecture/Engineering firm to provide A/E design and construction administration services for the replacement of the heating and ventilation systems in Dormitory Buildings 12, 15, 16 and 17 at the Cascades Job Corps Center located in Sedro Wooley, Washington. This work will require commissioning and training following installation of the new control systems. A certified Commissioning Agent hired by the A/E must perform Commissioning and training. The services shall also include sampling; testing and reporting of asbestos and lead paint; development of construction documents for the remediation; and construction administration services during remediation work. The estimated price range for construction is between $1,000,000 to $5,000,000. Interested offerors are requested to submit a statement of qualifications. Your statement of qualifications should demonstrate the capacity of your firm to perform the required services, and shall include the following information:


1. Projects performed that are similar scope and value to the work required under this project. Provide two or more HVAC replacement projects located at operating facilities with a constructed value of $1million to $5million where your firm provided both design and contract administration services. Include with your submission at least one project for design and construction administration services performed by your firm encompassing hazardous materials remediation.

2. Your project examples shall provide the location of the project, the project owner, brief and a concise description of the project scope, specialty design consultants employed, a comparison of the construction budget versus construction award value, the final contract amount, and a brief and concise description of the contract administration services provided.


3. Provide two or more projects for HVAC system replacements in the State the project is located indicating a familiarity with state and local codes, environmental conditions, economic conditions, and experience and qualifications of local design consultants.


Your statement of qualifications will be evaluated based on the following criteria, which is listed in order of importance.


1. Project of similar scope and value


2. Project Location


This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposals or award a contract. The Government does not intend to award a contract based on responses, nor otherwise pay for the preparation of any information submitted.


Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each of the criteria listed above to demonstrate that the respondent is capable. The submissions shall not exceed 20 pages.

Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
