Introduction


Battelle Memorial Institute (Battelle), Pacific Northwest Division in operation of the Pacific Northwest National Laboratory (PNNL) for the U.S. Department of Energy is requesting information, seeking sources, and conducting market research from potential suppliers regarding their capabilities with respect to Diver Detection applications in littoral environments.


Section I: Description of Need


Battelle is seeking information from potential suppliers regarding their capabilities, together with the required lead-time, to deliver one multi-beam sonar system with related instrumentation and mounting hardware to collect imagery and perform classification for Diver Detection applications in littoral environments. In addition to standoff collection, the ability to perform automated feature extraction from the imagery is of primary interest with dependencies identified:


1. Field-of-view
2. Environmental limitations
3. Operational depths ranges
4. Standoff detection ranges
5. Required contact times
6. Ability to discern multiple simultaneous targets.


Accuracy of the platform-based measurements should be stated together with the method by which the accuracy was established. Data transmission capabilities and bandwidth, and data preservation protocols should be stated including whether proprietary or open format. Power requirements of the platform including maximum sustained power, maximum deployment durations if limited, and frequency of required servicing in deployment should also be provided. Desire is for permanent installation with continuous operations and examples of installations are encouraged. Finally, special treatments applied to withstand extended, unattended exposure in the marine environment should be described for static or mobile applications.

i. Please describe your experience with signal processing and classification.
j. Please describe your experience with field site support, to include: site selection and placement analysis, installation, training, operational support, troubleshooting, and maintenance (both preventative and field repairs).
k. Please describe your company's Quality Process.
7. Based on the responses from the survey above, develop a short white paper of no more than 5 pages elaborating on your answers, and further addressing:
a. How the proposed system fits within your company's existing mission, and future goals.
b. Detailed performance of your proposed system including:
i. Accuracy of the platform based measurements
ii. Data transmission capabilities
iii. Data bandwidth limitations
iv. Data preservation protocols
v. Power requirements of the platform
vi. Limits on deployment durations
vii. Frequency of maintenance requirements
c. Any challenges you anticipate in manufacturing or supporting the proposed system, and how you will address them.


 



Section III: Submission Details and Questions


1. Responses are limited to five (5) pages; font size shall be no less than 12 points (10 points for figures and tables). Attachments (product brochures, publications, company info) may be submitted, and will not be included in the page limit.
2. Please provide any other information you believe to be important and germane to the purposes of this Request for Information.
3. Proprietary information submitted as part of the response to the RFI must be clearly identified and marked as PROPRIETARY.
4. Submissions will be reviewed by the project team. Responses will be evaluated according to the interest expressed by each company, and the technical ability and resources to build, market, sell, and support the system.
5. Potential respondents may submit questions regarding this RFI to the contacts listed below. Responses to questions received on or before March 17, 2017 will be posted on FEDBIZOPPS. PNNL may consider questions received after that date, but there is no obligation for PNNL to post any further answers.

Battelle/PNNL will NOT pay for preparation of responses to this RFI/Sources Sought. After receiving responses, Battelle/PNNL reserves the right in determining the next steps in the potential vendor follow up and/or procurement process.
