for the procurement of environmental consultant services on an as-needed basis for response to emergency situations involving hazardous materials/substances AT ANY OF THE VARIOUS maintenance facilities located in the Third District or for any situation determined by the Department to represent an immediate threat to the environment or citizens, lands, or waters of the State.
