This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6 and 13.5, using Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICIATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS.

The RFQ number is N3904018Q0188. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-97 and DFARS Change Notice 20180418. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses:

This is an UNRESTRICTED / FULL AND OPEN COMPETITION solicitation. The NAICS Code is 336611.

The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items, FAR Subpart 13.5 - Test Program for Certain Commercial Items. The North American Industry Classification System (NAICS) code for this acquisition is 336611.


Naval Sea Systems Command (NAVSEA), Portsmouth Naval Shipyard (PNS) Contracting Division Code 410, requests responses and price quotes from qualified sources capable of providing non-nuclear, discrete production labor support services of Deck Tile Setter Laborers and appropriate Supervision in support of a USS Submarine in accordance with the:


Statement of Work (SOW) (outlined in Section C of the attached SF18 Request for Quotations # N3904018Q0188), and its Section J Attachments, as follows:


1.    Past Performance Information Form
2.    Service Contract Act Wage Determination
3.    DD Form 254 DOD Contract Security Classification Specification Form
4.    Contract Administration Plan


The place of performance shall be Portsmouth Naval Shipyard (PNS), Kittery, ME, and the estimated period of performance is anticipated to begin on 07/09/2018 and end on 01/14/2019, with no option periods.


The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. A complete Request for Quote package is available for downloading on www.fbo.gov. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. Offeror is responsible for downloading their own copy of the solicitation and for frequently monitoring the FEDBIZOPPs website for solicitation amendments. The Government is not responsible for inability of Offerors to access solicitation documents posted. Prospective Offerors should also register at FEDBIZOPPs on the interested vendor list under N3904018Q0188. No telephone or FAX requests will be accepted, and no hardcopy solicitation/amendment will be mailed or faxed.

System for Award Management (SAM):


Offerors must be registered in the System for Award Management in order to participate in this procurement at http://www.sam.gov.


By submitting an offer, the Offeror is self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an Offeror ineligible for award. All RFQ questions shall be submitted in accordance with the solicitation, Section L, dates, and procedures. All Offerors shall submit a completed and signed SF18 RFQ # N3904018Q0188, along with any signed amendments. All quotes shall include delivered price(s), a point of contact, name and phone number, CAGE Code, business size under NAICS Code 336611, and payment terms. Quotes over 15 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the Offeror to meet all specifications and requirements.
