The East-West Gateway Council of Governments (referred to hereafter as the Council) is seeking
proposals from appropriate vendors for a centralized browser-based, no client software, incident
management communications tool that supports emergency management agencies, first
responders, hospitals and their community partners in information sharing while supporting the
National Incident Management System (NIMS) and Hospital Incident Command System (HICS)
compliance.
