The Defense Logistics Agency, DLR Procurement Operations, Warner Robins, will acquire Direction Finder Controls used on the TH-1H Helicopter using sole source acquisition procedures.

Solicitation SPRWA1-17-Q-0005 is for a Firm Fixed Price contract for New/ Unused material to obtain 3 each of the item labeled: Direction Finder Control. Detailed drawings are not available from the procuring activity. It will not be a split award but all or none.

Items to be procured are as follows:

Manufacturer: Executive Instruments INC.

Cage: 24363

Delivery: 9 months after receipt of (ARO) contract

Duration of Contract Period: Completion of shipment of units

This acquisition will be processed sole source to Executive Instruments INC. in accordance with 10 USC 2304(c)(1).

A written solicitation will be issued. Electronic procedure will be used for this solicitation.

IAW FAR 5.207(c)(12)(i) - Buy American Act/Free Trade Agreements/Israeli Trade Act: One or more of the items under this acquisition is subject to Free Trade Agreements."

 

IAW FAR 5.207(c)(13)(ii), All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency

22.  The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

23. Award will be made only if offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2.  The solicitation identifies the office where additional information can be obtained concerning qualification requirements.
