The United States Property and Fiscal Office (USPFO) for South Carolina, 9 National Guard Road, Columbia, South Carolina 29201, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for cable DIRECTV equipment, installation and a 1 year (12month) DIRECTV Business Pack (refer to attached). The intention is to procure these items on a competitive basis at a later date. Sources must be able to provide all items, partial offers not accepted. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition at the discretion of the Contracting Officer, and multiple awards may be made. All small business set-aside categories will be considered.

It does not constitute a solicitation and shall not be construed as a commitment by the Government. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this sources sought is strictly voluntary. Responses will not be returned to the vendor. Not responding to this notice does not preclude participation in any future request for quotes (RFQ) or invitation for bids (IFB) or request for proposals (RFP), if any issued. If a solicitation is released, it will be synopsized on the government-wide point of entry (GPE) commonly referred to as FEDBIZOPPS. It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.


Required capabilities.
If your organization has the potential capacity to provide the items, you shall provide the following information in Microsoft Word or PDF, no more than ten (10) pages in length, Times New Roman font of not less than 12 pitch:
1. Responses shall be provided on company letterhead which shall include the following company information: Name of Company, address, POC Name/Telephone number/email address, Cage Code, Duns Number, Federal Tax ID number.
2. Tailored capability statement addressing the following:
a. What type of work has your company performed in the past in support of the same or similar requirement for the agencies within the Department of Defense?
b. Can or has your company managed a task of this nature? If so, please provide details.
c. Can or has your company managed a team of subcontractors before? If so, provide details.
d. What specific technical skills does your company possess which ensure capability to perform the tasks?
e. Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Companies shall provide an explanation of your company's ability to perform at least 50% of the stated requirement.
f. Respondents to this notice shall indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern.
g. Companies shall provide a statement that the company is registered and active in the System for Award Management (SAM), and that company has no exclusions.
i. Companies shall provide an approximate number of days required to complete above task.
j. Companies shall provide any other data that the company feels is necessary to show capability to perform this requirement.


Eligibility.
The applicable NAICS code for this requirement is 334220 (Radio & Television Broadcasting & Wireless Communications Equipment Manufacturing) with a Small Business Size Standard of 1250. The Product Service Code is 5820 (Radio & Television Communication Equipment, Except Airborne). Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size (large or small) in their capabilities statement.


In accordance with FAR 4.1102(a) and FAR Provision; "An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation".


Deadline For Responses.
Response to this request shall be received no later than 3 pm (1500), Eastern Time Zone 3 July 2019. All responses under this Sources Sought Notice must be e-mailed to blake.s.cromer.civ@mail.mil.


General Information.
The contract type shall be a Firm Fixed Price contract.


All data received in response to this Sources Sought that is marked or designated as corporate or proprietary shall be fully protected from any release outside the Government.


Telephone inquiries or emailed questions will not be accepted or acknowledged, and no feedback or evaluations shall be provided to companies regarding their submissions.


The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
