This is a pre-solicitation notice regarding Solicitation W9124L-14-B-0001. The Mission and Installation Contracting Command (MICC)-Fort Sill intends to issue a solicitation for Dining Facility Attendant(DFA)contract support within a Military Dining Facility Administration Center (DFAC). The DFA services are those activities which comprise only of janitorial and custodial functions within a dining facility including but not limited to: mopping, sweeping, scrubbing, dishwashing, window washing, pot and pan cleaning, minor furniture adjustment to clean the dining area, and related quality control. This requirement will require the contractor to provide DFA contract supports within one (1) military operated DFAC.
The solicitation will result in a single firm fixed-priced contract with a base year and four (4) one-year options. The Base Year Period of Performance will be approximately 1 Apr 15 - 31 Mar 16 which includes a thirty (30) day phase in period. The period of performance for the option years will be 1 Apr through 31 Mar. The North American Industry System code is 722310. As a result, this requirement will be a competitive HUBZone set-aside concerns. Full effect will be given to FAR 52.219-3(c) as offers will only be solicited from HUBZone small business concerns. Offers received from concerns that are not HUBZone small business concerns will not be considered. Any award resulting from this solicitation will be made to a HUBZone small business concern. This solicitation will be issued under FAR Subpart 13.5 Test Program for Certain Commercial Items.
A formal Invitation for Bids (IFB) will be issued on or about 23 Dec 14 via Federal Business Opportunities Website (FedBizOpps) at http://www.fbo.gov/. Offerors are responsible for checking the website daily for any changes to the solicitation. Any prospective contractor must be registered in the System for Award Management (SAM) (https://www.sam.gov) in order to be eligible for award. Registration requires a DUNS number and may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award.
