1.0. INTRODUCTION

The U.S. Department of Agriculture (USDA) Farm Services Agency (FSA) requires support services for the scanning and digitizing of paper records. Performance of the scanning and digitizing services will require the vendor to interact with FSA Records Management personnel (i.e., FSA records officer and FSA records analysts) as well as the personnel that work within FSA's many operational organizations.


2.0. BACKGROUND


FSA's mission is to serve the nation's farmers and ranchers professionally, efficiently, equitably, and in a manner that is customer, taxpayer, and employee friendly. FSA provides programs and services that support the economic stability of American farmers, ranchers and rural landowners. The Agency works closely with other USDA agencies to accomplish a broader USDA strategic goal of assisting rural communities to grow and prosper. FSA works to assure the American agriculture industry is competitive by providing farmers and ranchers with financial capital, risk management assistance, and recovery support in times of economic distress or disaster. FSA's conservation and environmental programs play an important role in helping protect and restore America's farms, ranches, and grasslands while making them more resilient to threats and enhancing natural resources. The programs affect the public at large due to their positive impacts on drinking water, greenhouse gas emissions, recreation, community health, and economic prosperity. FSA works with private landowners and managers to restore vegetative cover, rehabilitate streams and other water bodies, transition marginal or highly-erosive lands to sustainable production levels, and apply conservation measures to enhance and maintain the quality of soil, water, and related natural resources and wildlife. FSA supports USDA's strategic objective to ensure U.S. agricultural resources contribute to enhanced global food security through its procurement, acquisition, storage, disposition, and distribution of commodities. FSA procures and distributes agricultural commodities for international distribution.


3.0. SCOPE


To maximize efficiency, FSA can no longer retain documentary material in a paper format. Placing FSA held records into a searchable database will increase productivity and eliminate the need to physically store an ever-growing repository of records information in paper form. The vendor must provide all personnel/management (i.e., labor), equipment, and supplies necessary to perform the administrative and technical processes needed to scan and digitize the records as detailed in this PWS.


To support the scanning and digitizing effort, FSA anticipates awarding an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a minimum guarantee of $5,000. FSA anticipates issuing an IDIQ contract with a period of performance of 1 (one) base year and four (4) option years.


The anticipated date of award of the base year of this contract is no later than September 29, 2017.


This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued through FebBizOps. Solicitation number AG-3151-S-17-0043 is issued as a request for proposal (RFP) in accordance with FAR Part 12 and Part 37. The solicitation document and provisions and clauses are those in effect and applicable through Federal Acquisition Circular 2005-87, effective March 7, 2016.


A. Except as otherwise specified, the Contractor shall furnish all the necessary personnel, material, equipment, services and facilities to perform the services specified under the attached Statement of Work (SOW) and delivered within the period of performance specified in the SOW.
B. The Government anticipates award of a Firm-fixed price contract.
C. The contractor shall include;
a. DUNS number.
I. One of the requirements for a contractor to work with the U.S. Government is possession of a DUNS number. It is free and instant.

Questions shall be submitted no later than Monday, September 18, 2017. All questions shall be submitted electronically to Erica.Robinson@wdc.usda.gov and Erin.Olenjack@wdc.usda.gov by 8:00 a.m. Eastern Time (ET). Questions submitted after this deadline will not be considered.


The submission shall be clearly indexed and logically assembled. All pages shall be appropriately numbered an identified by the complete company name and date. Electronic versions of the Contractor's proposal shall be submitted via email and only to Eric.Robinson@wdc.usda.gov and Erin.Olenjack@wdc.usda.gov by 8:00 a.m. Eastern Time (ET) on Monday, September 25, 2017.


The Government contemplates the award of a single firm-fixed price contract resulting from this solicitation. The applicable NAICS code is 561110, size standard $7.5.

Only small buisness is being considered for this solicitation at this time. Questions and responses given after the deadline will not be considered.
