This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in
Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number assigned to this action is W912QG-19-R-0036. This acquisition is utilizing procedures in FAR Part 12 and is issued as a Request for Proposals (RFP) from the United States Property and Fiscal Office for South Carolina, 9 National Guard Road, Columbia, S.C. 29201.

This acquisition is a 100% total set-aside exclusively for Small Business concerns. In the event of insufficient small business participation, the government reserves the right to make an award on an
unrestricted basis. The applicable North American Industry Classification System (NAICS) code is 561410-Document Preparation Services with a size standard of $15M. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2019-02 dated 05/06/2019 and DPN 20190531.


The South Carolina Army National Guard's (SCARNG) requirement is for the offeror to provide scanning and indexing of personnel files. The contracted agency serves to digitalize all South Carolina National Guard Personnel Files maintained at the states records warehouse. Please review the attached FAR 52.212-2 Evaluation-Commercial Items (OCT 2014) and attached PWS paragraph very closely.


The Government intends to award a single Firm-Fixed Price contract without discussions. Therefore, offerors
should submit their best offer up front. Pricing must be a firm fixed price for the entirety of work quoted. Quotes
that are cost reimbursement for any portion of the requirement will not be accepted. Travel will not be reimbursable.


Award will be made to the responsible contractor (see FAR Part 9) whose proposal meets the requirements
contained in the Performance Work Statement (PWS). Evaluations will be in accordance with the attached FAR
52.212-2 Evaluation-Commercial Items (OCT 2014) and will be made to the lowest priced acceptable offer, at the Contracting Officer's discretion, whose quote conforms to all of the solicitation requirements and attachments. Any late quotes or any late revisions of quotes will be considered as non-responsive.


The attached Provisions and Clauses are applicable to this solicitation.


SUBMISSION GUIDELINES:


(1) Offerors are highly encouraged to read this solicitation, PWS and all Provisions and Clauses thoroughly prior to submitting a proposal and before requesting additional information.


(2) Offerors are highly encouraged to check FEDBIZOPPS on a daily basis for any modifications that may be
made to the original solicitation posting.


(3) The solicitation closing date is 25 July 2019 at 4p.m. (1600) (EST).


(4) DO NOT upload proposals/offers to FEDBIZOPPS send them directly to the Point of Contact (POC) John W. Wilkes at john.w.wilkes.civ@mail.mil.


(5) Submit any requests for additional information by email to the aforementioned no later than (NLT) 8
July 2019, 10:00a.m. (ET), (questions or inquiries received by telephone will not be addressed). All
questions will be consolidated then, reposted to FEDBIZOPPS for all to see as an amendment. Any RFI's received after this date & time are late and will not be considered.


(6) Proposals should be submitted under company letterhead, with CAGE code, DUNS number, FTID, Company Name, Address, POC and the solicitation number.


(7) Submit FFP price and discount terms (quote FOB Destination) for CLINs listed below


(8) Complete the necessary fill-ins and certifications in provisions 52.212-3 (included in attachment entitled
"Provisions and Clauses") and return along with your quote.


(9) Provide all documentation with proposal as required by PWS, Technical Exhibit 3.


(10) Review 252.213-7000 regarding Past Performance. There is no additional requirement to submit a history of past performance on similar projects. Past Performance will be evaluated utilizing a combination of information obtained from the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS) and System for Award Management (SAM).


(11) Prior to award, the offeror must be registered and have completed online representations and certifications in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/.


(12) Offerors must have electronic funds transfer (EFT) capability. Contractors must be actively registered with
Wide Area Work Flow (WAWF), formally the Invoicing, Receipt, Acceptance, and Property Transfer (iRAPT))
system at http://wawf.eb.mil.

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the South Carolina Army National Guard via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/


Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2020.
