The Department of Treasury, Internal Revenue Service (IRS), is issuing this Request for Information (RFI). This RFI is issued solely for information and planning purposes only and does not constitute a solicitation; therefore, do not submit a quote. There is no obligation for the Government to acquire any products or services described in this RFI.
 

The information provided may be used by the IRS in developing its acquisition strategy and potentially pilot a limited number of products in order to obtain a better understanding of the functionalities. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Only electronic responses to this RFI will be accepted. The Government will not pay for any time expended or information submitted in response to this RFI. Eligibility in participating in a future acquisition does not depend upon a response to this notice.



BACKGROUND/OBJECTIVE:


The IRS has a possible requirement for a Contractor to provide a Question and Answer (QnA) Bot service/technology to including cognitive services that will provide answers to questions on related subjects using a knowledge based stored in various formats, analyze text and rate user sentiment, determine intent and stores state of interactions. The product must work off SharePoint. Security level FedRamp High is required.

CAPABILITIES STATEMENT:


The page limit for responses to this section is five pages. Provide an overview, detailing your firm's capabilities to fulfill the requirement. Provide a brief narrative summary of your solution to meet the requirement. Provide up to three (3) contracts that your company has performed for the same or similar requirement and of comparable size, complexity and scope to include: contract number, contract title, description, period of performance, and award amount.

Detail your solutions capability to be implemented, tested and deployed for new and legacy systems. Is your solution capable to provide answers to specific questions is a knowledge based in various formats, able to identify intent and rate sentiment of the user.



SUBMISSION INSTRUCTIONS:


Responses to this RFI shall be submitted via email to Brian.M.Carper@irs.gov and Justin.C.Dewitt@irs.gov with the Subject Titles "ChatBot". Responses shall be submitted NLT July 22, 2019. No telephone call questions will be accepted as any questions related to this RFI shall be submitted to the above via email.
