The U. S. House of Representatives is interested in acquiring a Digital Rights Management (DRM) solution to increase House user control of data both on and off network to secure communications such as emails and documents. The solution must preserve confidentiality of information to recipients both on and off the House network by enforcing controls on the data regardless of where and when it is accessed.  A preferred architecture for implementation has not been identified so solutions of all types are being solicited.
