The U.S. Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Armament, Research, Development and Engineering Center (ARDEC) is currently seeking qualified sources who have demonstrated experience in material synthesis, modeling/simulation and software development, manufacturing process evolution, component level prototyping in support of various weapon systems, Army material and their associated components, sub-systems, and devices with a primary focus on Armaments, Munitions, and Solider Systems, being developed and provided for ARDEC while meeting the Army "Modernization" and "Readiness" objectives. Of specific interest to ARDEC is the development of materials and manufacturing techniques that allow for new levels of functionality, affordability and performance for Munitions & Armament Systems.
Solutions are needed for armaments and ammunition support systems/components which includes a need for materials and processing techniques that allow for the manufacturing of three-dimensional functional devices that can withstand high-g (acceleration) loadings. These systems will require the use of 5-axis hybrid manufacturing equipment with the ability to print dielectric and conductive electronic materials along with structural materials, as well as have the ability to pick-and-place integrated circuits and other components, and machine or polish finished surfaces. Complex, multi-material / multi-technology manufacturing techniques and associated software packages that allow for converting three-dimensional design into machine code for the manufacturing processes is of need. There is also solutions and availability needed for materials that are designed for this type of processing in conjunction with the rigors of high-g loading and survive harsh environments for Army applications. Rapid iterative design, including modeling & simulation tools and rapid testing & characterization tools, is required for expeditious product development for functional devices with expensive components and materials. The aforementioned technologies and services are required to meet Army Modernization Priorities for "Long Range Precision Fires," "Assured Precision, Navigation, and Timing (PNT)," "Air & Missile Defense," and "Development of Cross Cutting Enablers."

Furthermore, the contractor shall have demonstrated proficient knowledge in the design, development, integration, and testing of innovative of weapons systems and components, highly developed modelling and simulation, multi-functional materials, and their characterization, analysis, and development. The development of these technologies encompasses the following: material development, characterization, engineering, scale-up, equipment selection, mode of production, design for producibility, testing, and technology transfer. These state-of-the-art technologies will require new methods and materials to be developed for the development, engineering, testing, integration, and assessment of these enabling technologies to support RDT&E, Operation & Maintenance (O&M) and Sustainment Support for Tri-Service/DoD Materiel systems.

Tasks within this program may be classified to the secret level and as such all respondents must have safeguarding capabilities, personnel security clearances and secured lab facilities in accordance with the following Security guidance documents: National Industrial Security Program (Operating Manual- DOD 5220.22-M, January 1995), Operating Manual (DOD 5220.22M- Sup 1, February 1995), and COMSEC Supplement (DOD 5220.22-S, March 1988).

All responsible, interested offerors are encouraged to submit their capabilities/qualification data and any pertinent information in hard copy or via email.Contractors responding to this notice should confirm that they possess demonstrated knowledge and capabilities, secure facility and personnel with security clearance to the SECRET level to work on this effort, demonstrated experience/expertise in the areas of providing technical engineering, technology infusion, materials, propellants, explosives, and manufacturing, operation and maintenance, sustainment services, in support of various weapon systems and their associated components, munitions and electronics being developed and produced for ARDEC and its strategic partners. Provide information as to previous contracts that the firm has executed and explain the relevance of the past project to the scope of this requirement described herein. Include the magnitude of the past project along with contract numbers, description of work, points of contact, phone numbers, professional's qualifications and specific experience of personnel identified to perform the work as well as any other information that would enable the government to assess a firm's capabilities.

The information provided will not be returned. All data should be sent at no cost to the US Government NO LATER THAN February 04, 2019 to the US Army ARDEC. ATTN: Pamela Jennings Bldg. 09 Picatinny, NJ 07866-5000, email: pamela.e.jennings.civ@mail.mil. In addition, please provide the firm's name and address, point of contact with telephone number and email address, and size of business (small/large). TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email.
